Dr. Constantino was born in Labangan, Zamboanga Del Sur, southern Philippines to his parents who were both pure blooded Ilonggo. His father is from Negros Occidental and his mother is from Iloilo.

Bien has experienced a cross-cultural orientation. He started his first elementary grade in Labangan, Zamboanga Del Sur, grade II in Conception, Iloilo and completed his elementary education in Puerto Princesa Pilot Elementary School. He finished High School in Palawan National School and earned his baccalaureate degree at Palawan State University in 1998.

He spent 3 years teaching at Palawan Hope Christian School and later migrated to Cordillera where he finished Master’s degree at Benguet State University. While teaching music and arts at the University of Baguio, he finished Doctor of Philosophy on the same institution. Presently, he is earning another Master’s degree at Don Mariano Marcos Memorial State University in Agoo, La Union (Master of Arts in Music Education).  

Bien has formally and informally educated in many ways. He attended countless of seminar-workshops all-over the country concerning music and arts. He also attended International conferences. In 2006, he attended International Society for Music Education world conference in Kuala Lumpur, Malaysia, he presented a study in Music in Beijing, China in 2010. In 2013, he presented a music research in Singapore. He is also invited to present a lecture in IFCM (International Federation for Choral Music) World Choral Symposium held in Korea on August 2014. 

In 2015, his composition “Syatong” was chosen to be performed in ACL before the members and participants from all-over Asia-Pacific region. 

Many of his works has been performed by Several Filipino choirs in the national and international concerts and competitions.

He authored 3 books in arts and music that has been widely used in many Philippine educational institutions. 

In many times, he has been invited as resource speaker and critique of different choirs and institutions all over the country.He was a regional coordinator of the PHILIPPINE CHORAL DIRECTORS ASSOCIATION for Cordillera Administrative Region in 2013-2014. He currently chaired music program both in the graduate and undergraduate program of the Don Mariano Marcos Memorial State University of the South La Union campus.
